Surround it with the pink 16bpp transparency color. It is defined in allegro. All you have to do is save the cursor you want to use to a .BMP (using allegro if you like), then load this .BMP do an allegro floodfill() around it with the 16bpp transparency color, and save it again. When you next load this and dump it to the screen as a mouse cursor the background will show through the pink 16bpp transparency color areas.
