I doubt it have a fix, I saw it with Norton Commander. NC normally makes W95 to indicate that all the CPU is under use (in fact it slow downs the 200MHz MMX Pentium of a friend), some times after exiting NC the system still asigning all the free CPU to the DOS box. I don't know why or how to solve it, but looks like a bug in the W95 scheduler.
