All you need to do is make a program that takes as a parameter a filename (path included) and parses it, then changes the the directory to where file is located. Then make a batch file, 'Compile.bat' or something, and have it call your program, the gcc. This will not help gcc find 'cpp' though. That is another problem with the PATH setup.
