I had the same difficulty if I remember correectly.  I think the problem
is in the #include statement.  instead of
#include "allegro.h"
it should be
#incled <allegro.h>
because the allegro header file was put in the include directory with
all the other header files (like stdio.h and stuff) and it's not in the
same directory as your source in which case the double quote method
would be correct.  Anyhoos I think that's how it works.
