Nope, that is not true. in the v2apps/tex/ directory on simtel there are programs to manipulate and print DVI (DeVice Independant) files, the output of the TeX system, which you can convert to PostScript. PS-files themselfs you will have to view or print with a PS-interpretting-program like GhostScript, see http://www.cs.wisc.edu/~ghost and ftp://ftp.cs.wisc.edu/ghost/aladdin There is also RoPS (for Windows) somewhere on cica or simtel or ....
