This seems to indicate that your version of Texinfo is 3.9 or earlier. Version 3.12 doesn't try to run any program, it just writes to the local printer port, unless you have edited DJGPP.ENV to set the environment variable INFO_PRINT_COMMAND so that it runs some program. So please do try to download the latest distribution mentioned above.
