Emacs supports such comments both at the beginning and the end of the file (it searches the first 1KB and the last 3KB of the file for these special comments). Maybe you will like a comment near the end better? And btw: why do you dislike this feature? IMHO, sometimes there's no other way to tell the editor how the file should be treated.
