Not so fast.  Programs like Zip and UnZip use the file for the area you 
live, if you set TZ to point to that file (which you should).  If you 
don't, you don't get the original time stamps of the files when you 
unpack the archive.

Deleteing everything here will break the programs which use those files.  
For example, if you nuke share/groff, Groff will stop working.
