Summarizing: Opinion so far is that this is a problem in Bash, not in cat. I've created bug report 000213 with a minimal description and a pointer back to this thread in the mail archive. Considering the obscurity of this bug and its unlikelihood of having a substantial adverse impact on anything or anyone (at least as far as its currently known parameters go), together with more pressing priorities, it's probably best to let this one sleep until the next time someone is working with Bash.
