Comment on your slow link. It's not slow, it's overloaded. It runs quite fast at times. I can get 10K bytes in a few seconds then it may be dead for minutes. This is typical of an over loaded connection. This is caused by data bursts. Lots of bursts of data and there are lots of rejected cells due to lack of BW. Of course one lost cell causes one IP datagramme to resend. One of the hops between you and me needs to reduce the traffic feeding into it. Regards Ian.
