Yes.

Someone (Eli?) posted it yesterday:

  ftp://ftp.gnu.org/pub/gnu/gcc-2.8.0.tar.gz

As of yesterday evening (19:00 GMT) I couldn't find it on 
any of the mirror sites, so it must be a really recent
version which hasn't reached the mirrors yet.

However, ftp.gnu.org is not an easy site to get into, it
seems to only allow a few (40) users at a time, and I 
suspect that everyone's trying to get at the new version
of GCC.  Best to wait for it to propagate to the mirrors.
