Do I understand correctly that your experience is limited to Windows 95? The original message seemed to imply that it also happens on plain DOS. Windows 95 might change its scheduling policies depending on several factors. I'm not sure that I know enough about this, but you might try to play with the related settings in the DOS box property sheet.
