I discussed this with several people a year or so back, and we concluded that in most situations, people will be building up music or sound effects out of a set of mono samples that are panned to different stereo positions, so that was the most important thing to support. If you need to play a stereo waveform, just split it into two parts for the two channels, and play them at the same time panned hard left and right.
