Why not write a configuration-program so that you can have keymappings for diffrent countries keyboards. This should be really easy to do, considering the way the keyboard-handler works. And it would greatly improve the library according to me. I mean, the configurationprogram doesn't have to be fancy or easy-to-use or anything, since it only needs to be used once for each country and then you deliver these configurations with the library! Preferrably in a nice format so that you don't need to distribute a whole load of files with your programs, but maybe packed together in a nice archive.
