I hate to sound like a broken record, but: Arachne does support tables, even "badly" formatted ones, like one on my home page which has a huge cell containing an image, and a very narrow one directly to the right with some text in it. Arachne on a 4MB machine (with 1MB as Smartdrv) and UniVBE for a VESA 1024x768x256 mode, and you're riding in relative luxury.
