By way of substantiating my claim that I did get the package to build at least once using djgpp under windows95, I zipped up the stuff I have running and left it here: http://www.autobahn.org/~billh/my-precc.zip (I also took the occasion to recompile the texinfo package, only making the default value of the variable visible_bell = ON for `info'; I left a copy of the resulting `info.exe' in the file `nobeep.zip' in the same directory.) The other thing I wanted to say was that the successful build which I am unable to replicate occurred after several intense hours of successively trying various combinations of parameters, but that when I eventually lucked out and hit a winning combination, all I had to do was say "make". Meanwhile I will see what I can get out of the autoconfig docs. For want of a nail.
