Note that there was a minor update to Win3.1/Win3.10 which was called Win3.11 - and that was very different from Windows for Workgroups 3.11. AFAIR there also was a Windows for Workgroups 3.1 (or 3.10). Only WfW3.11 had 32 bit file access, none of these had Win32s by default (or maybe M$ bundled Win32s with WfW3.11 in its later days?).
