Joshua, I don't know what the problem with the configure file is, but this sentence makes it sound like you just need the *executables* for these utilities. If all you need are working versions of the utilities, you don't need (although you may *want*) to recompile from the source files (which is what you downloaded, the "s" suffix is the source archive). All you need to do is download the binary (i.e., working, already compiled-and-linked executables) archive, whose name is "fil316b.zip", hopefully from the same source from which you got the "fil316s.zip" archive.
