I got messages from 10 people. Out of these, only 2 thought that an automated setup program should be included on the CD-ROM. The rest told me they agreed with my opinion: create a batch file that sets the things up and tell the user to include a call to that batch in their AUTOEXEC.BAT. As for CONFIG.SYS, I think I will test the size of the environment and print a warning if it seems too small (DJGPP.ENV makes the problems with environment size all but gone in most cases). Several people asked how to get that CD-ROM, and were worried about its possibly steep price tag. I would like to clarify that I have nothing to do with setting prices for the CD; it's entirely up to FSF which will release it. The GNU ftp sites include documentation on how to order FSF software releases; anybody who wants to purchase their CDs should consult that docs. Once again, thanks for your helpful response.
