For a start, you DON'T download it from delorie.com. As has been said here several times in the last couple of days, that is a modem link and consequently suffers from bandwidth problems. Download from ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2, and first get file readme.1st (standing for "Read Me First"). Or if you're French then file lisezmoi.1er (my French isn't good enough to evaluate the translation). A few paragraphs into that, after a list of all the files in the distribution, is a section called GETTING STARTED, which is about getting started with DJGPP.
