It is his choice of whether or not he wants to provide the source with it and/or charge for it. It takes a lot of time to come up with a GOOD 3d library and that time may be justified in many different ways. I didn't see anyone complaining when doom, wolf 3d(before source was released), and quake (before source was somehow distributed) didn't release the source for their engines! And many people didn't mind paying for the complete versions of these programs without source!
