There are indeed non-English language newsgroup hierarchies, but they aren't restricted to regions where those languages are prevalent (if your news server doesn't have them, it's because your ISP simply isn't carrying those groups) and they aren't parallel to the English language ones (i.e. there isn't automatically a French equivalent for each individual English group or an English equivalent for every French group). For French newsgroups, look for ones whose names start with "fr.". I have no idea if there's a French DJGPP group, however (although I strongly suspect there isn't).
