By `upgradeable' AI, I assume you mean that all the AI code will be put in ordinary text files, much like Duke Nukem 3d's CON files. If I assumed wrong, please correct me. If this is how you plan to do it, it would allow for an enormous amount of strategy in the game. Players could write new routines for their units, and when they face off, the battles wouldn't be quite as much a matter of who has a bigger army, but who has the more intelligent units. (at this point I could drone on about all sorts of cool things you could do, but I won't) I suppose that if you use the CON file approach, you will need a new language specification.
