That's the meaning of this option, the editor behaves much better (and predictable) if you have a text without tabs, so if you don't have the 'Use tabs' ON the editor doesn't put tabs in the text. The editor supports tabs as a complement no as correct way to indent, you have some good features to indent: Inteligent C indent, the P-Macros and the behaviour of backspace when Use Tabs is Off.
