'readme.1st' is distributed on SimTel, with all the other DJGPP packages. The exact URL is ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/readme.1st. You need to get at least v2/djdev201.zip, v2gnu/bnu27b.zip, and v2gnu/gcc2721b.zip in order to use DJGPP. If you don't have a resident DPMI host (Win31/95/NT DOS shell, OS/2 DOS shell, Linux dosemu, 4DOS, QDPMI, 386MAX, etc.), you need to get v2misc/csdpmi3b.zip as well.
