Open GL is not a shareware graphics server. Also, without Open GL, what are you gonna do with a ported glut? answer not much. Glut has been developed to take care of window environment problem for Open GL server. In fact, Open GL needs a window based enviroment like X windows and windows 3.1/95/NT to work. Conculisivly, if some folks come up with a full featured windowing environment developed with djgpp, then it would be easy to port glut and use Open GL with buying site lisense of course :).
