Yes, DJGPP produces 32-bit PM code. So does my SGI's gcc. That doesn't mean that they produce a Windows 95 executable. DJGPP produces a *dos* program. Even though it's a 32-bit protected mode dos program, it's still a dos program. DOS programs just don't have access to all the nifty $pecial feature$ of Win95.
