You don't need C++ to compile f2c, so that problem is irrelevant for you.

Write a trivial `hello world' program and compile it, then you'll be 
sure.

Run a shell on them.  There is a port of `bash' in DJGPP archives.

I think somebody posted here a place on the net where you can get a ready
v2-compiled library for f2c.  You should be able to locate it by searching
the DJGPP mail archives, at this URL:
