It would need to include an ANSI C/C++ function reference with details about where to find them (which include file they are in). I think what's been done in DJGPP is great (especially at the price) but for someone new to C it is a bit mind-boggling. There was a thread a while ago about tutorials, but I would probably find a function reference of greater long term benefit (maybe I'll do one when I'm up to speed).
