Get the file v2gnu/mak375b.zip from the same place you got Allegro and
install it.  This is the GNU Make program which you need.  It doesn't come
with Allegro because it doesn't belong there, it's a separate package. 
The author of Allegro assumed that anybody who does serious development
already has Make.
