Cygnus don't normally GPL their own libraries so that may be a nonproblem (I would check but I deleted B16 a while back and cygnus' web site appears to be down from here at the momemnt ;) A better option might be to start with the mimimalist gcc-win32 effort and port the djgpp libraries to that.
