(AFAIK, anyway -- if there are currently problems, please let fortran AT gnu DOT ai DOT mit DOT edu know swiftly.) Someone has produced a G77/libf2c DJGPP binary and, I understood, sent it to DJ. I don't think there's any great difficulty in providing the facility for native DJGPP building of the compiler, given the incentive. I expect compatible additions/changes would be included in the G77 distribution if someone cares to do it (or provide incentive :-)).
