I assume that the reason why main releases are so problematic is that people starting with the programs do not know how to install them or something. To fix this, obviously it would be necessary to always release a complete set of files, however, wouldn't it be useful to have a set of diff files also (in cases where that makes sense, i.e. no major library changes) that can be used to promote the previous version to the current one.
