How can I get 'make' to recognise the long filenames ? This is a well-documented restriction of the current DJGPP port of GNU Make (see section 22.14 of the DJGPP FAQ list). The port of Make which will come with DJGPP v2.1 will work on Windows 95 with LFN=y. If you need it badly right now, I can tell you where to get a preliminary release of the new port, but since it's in alpha testing, you will have to be prepared for some potential problems.
