Well, probably not for your application. There is/was a port of WatTCP on ftp://ftp.msen.com/pub/vendor/snsi/wattcp/gnu-c/ and a TCPLIB somewhere on ftp://lab1.psy.univie.ac.at But, these are libs that build their own TCP/IP stack, nothing to access an existing TCP/IP stack.
