You can get the copy of the FAQ and use it locally if you download the 
file v2/faq201b.zip from one of the SimTel mirrors.  I attach below the 
list of SimTel mirrors in Germany in case some of them are busy.

Anyway, make is in v2gnu/mak373b.zip.
