Because Turbo Vision is a commercial product which you cannot give away for free. If you would like to change the sources of RHIDE and recompile it (e.g., because you don't like how some feature work, or because you found a bug and don't want to wait until it will be corrected), you would have to purchase Turbo Vision to recompile it.
