If you downloade all the libs, you should've noticed the RSXNTDJ1.ZIP file in v2tk/ dir? Well, here's you answer. This package contains an RSX Windows toolkit that allows you to create fully-featured Win32 proggies. Unfortunately, due to djgpp limitations, you cannot create .DLLs nor Win32s programs. RSXDJ contains Win32 header files, resource script compiler, COFF-PE converter etc. You might also want to download RSXNT1.ZIP package from CICA (WinSite) in win95/progrmr (I think that's the name) directory. It contains all the sources for tools found in RSXDJ and some extras not present in RSXDJ (like IDE for RSX). Note that you cannot use RSXNT1 with DJGPP. In the end: DONT'T BUY BORLAND C++ 5.0 - wasted $500 - this is one of the most buggy compilers Borland ever released! Seems that they forgot what's the most important thing in compiler... (so it is with almost all big companies...)
