The correct URL is ftp://ftp.cygnus.com/pub/sac/.  There you will find 
several directories, one each for every beta release that you can 
download.  AFAIK, they provide WINDOWS.H file, but I'm not sure.

The next release of the FAQ will include the corrected URL.
