You can just get the file em1930x.zip and have something you can run, but a more complete distribution would be that file plus em1930ei.zip (info and misc files), and the lisp code files em1930l1.zip and em1930l2.zip. If you really want a full-blown emacs with online manuals, etc. you should get and unpack all four. I'm not sure about the em1930s1.zip and em1930s2.zip files, but they're probably the GNU Emacs source code with DOS changes included (not necessary unless you want to rebuild Emacs yourself).
