Details, please.  Is it DJGPP 1.12 or 2.0?  What function do you need and 
what do you intend to do with it?  (DOS ioctl is very different from Unix 
ioctl.)

In general, the header files and the library are in djdev package 
(filename djdevNNN.zip, where NNN is the version number).
