This is explained in the DJGPP FAQ list (available as faq102.zip from the 
same place you get DJGPP), section 10.1:

10.1  Q: When I run graphics programs, I get General Protection Fault.
      A: You are probably trying to run graphics under DPMI.  Currently,
         graphics doesn't work in DPMI mode.  If you can use ``nodpmi'' in
         your GO32 environment variable and still run DJGPP, that's your
         answer; if not, you can't do graphics until GRX v2.0 (which will
         work in DPMI) arrives.

Under Windows, you can't use ``nodpmi''.
