No, you can use Emacs compiled under v1.x with v2.0 programs.  (As a 
matter of fact, currently Emacs can't even be built under v2.0 because of 
a subtle problem in the way Emacs dumps itself when you build it, which 
is incompatible with v2.0 start-up code :-(.)
