C++ is just the language, I don't know about any compiler named so. gcc is one C/C++ compiler, it's availiable at almost any unix-system and also on DOS, here it's within the djgpp-package which adds the additional stuff needed for running gcc on DOS (protected mode-interface, DOS file-IO, video-memory access,...).
