Get the DJGPP FAQ list (faq102.zip) from the same place you got DJGPP.  
Chapter 7 there discusses the compilation speed.  Chapter 14 deals with 
the speed of code generated by DJGPP.

Which restrictions did you have in mind?  Legal restrictions are 
explained in the FAQ (Chapter 19).
