This is explained in the DJGPP FAQ list (should be available as faq102.zip
from the same place you got DJGPP):
 
3.9   Q: I am unsure as to how to proceed with the application of the
         maintenance releases.  Some of the binaries in the distribution
         are *newer* than some of the maintenance files.  How do I do THE
         RIGHT THING and don't overwrite newer files by old maintenance
         releases?
      A: Your best bet is to install the files in order by their
         timestamps on the FTP site.  When in doubt, compare the
         timestamps within the zip files.
 
         Alternatively, if you use PKUNZIP, give it the -n switch, like
         this:
 
                  pkunzip -d -n ....
 
         This will insure no older file overwrites a newer one.

As a newcomer to DJGPP, you might also find other sections at the beginning
of the FAQ worth reading.
