V1.03 is still the current version. As I understand things, any new work going on at present is to integrate the graphics library with the major internal changes for DJGPP V2. You don't need a non-djgpp C compiler to build LIBGRX but you do need a non-DJGPP MAKE to use the Makefiles unaltered ; the Turbo C make I think, but it is documented in the accompanying bumf somewhere. As to why, you'll have to ask the author. I suspect it was more convenient for him to use a Make that he was familiar with. While we might all prefer GNU Make files, at least we've got a worthwhile graphical library even if we need to re-write the makefiles to re-build it from source.
