It is in fact DJGPP's 'make' that is trying to run. (It is the only one on my machine.) However, I have persisted with this problem and found the following. It seems that under XMS or VCPI memory management, make runs beautifully. However, on another machine I had HIMEM.SYS and EMM386 NOEMS running and started MAKE under Windows 3.1 (DPMI). This hung the machine as described previously. When EMM386 NOEMS was taken out, and the same test performed again, MAKE all of a sudden ran fine. Putting EMM386 back in again caused MAKE to hang again. On my machine, even removing EMM386 as just described above, still causes my machine to freeze up badly when attempting to run MAKE. From this I will assume that the problem is unique to my machine, which dare I say it is a WANG PC350. However, since MAKE seems to run very well in XMS, I am quite satisfied that this is what I have to do when working on my machine.
