You also need to set INCLUDE_PATH and a lot of other variables. If you use 1.12 (and you probably should anyway unless upgrading would be really inconvenient [although I've heard G++ 2.6.0 is a bit buggy]), you can just set djgpp to the path to your djgpp.env file, which contains definitions for all the other environment variables.
