I pulled this down to see if it answered the earlier question, and it looks like the vertical flyback can be filtered out from an interrupt. I don't trust my understanding enough to type in enough to be helpful, but check out chapter 3, "VGA Registers", which seems to have everything you need to avoid waiting in a hot loop for vertical retrace.
